Harris County Commercial Green Building Tax Abatement​

Summary

If LEED conditions are met, approval for partial tax abatement of the incremental investment associated with obtaining certification.

Leadership in Energy and Environmental Design (LEED ®) Tax Abatement: If the owner of new commercial construction has registered with the U.S. Green Building Council ("USGBC") seeking LEED Certification, then the Harris County Budget Management Department, Office of Economic Development may recommend approval of a partial tax abatement for the incremental investment associated with obtaining such certification. The Agreement shall be effective up to 10 years, at a percentage based upon the level of certification actually obtained after completion of construction:

LEED Certification Level and "Imputed LEED-Related Value Increment:”

  • Certified (Basic) Level: 1.0%

  • Silver Level: 2.5%

  • Gold Level: 5.0%

  • Platinum Level: 10%

Current eligibility requirements are detailed in the approved Guidelines & Criteria for Granting Tax Abatement in a Reinvestment Zone Created in Harris County (Tax Abatement Guidelines). Interested parties may apply by filling out and submitting a complete Green Building (LEED ®) Tax Abatement Application.
